The Northern Territory Government is committed to improving road safety in the Northern Territory and reducing fatalities and serious injuries on our roads.

The Northern Territory’s Towards Zero road safety action plan (2018-22) PDF (1.6 MB) presents 49 specific actions with the aim of improving road safety. Specifically, Towards Zero action 8.1 provides for the development of ‘a revised graduated driver licensing system adopting best practise (where appropriate for the Northern Territory) for consideration by government.’

A graduated licensing system (GLS) is a framework that operates by imposing conditions or restrictions on novice drivers, and gradually lifting them as the driver gains experience and progresses through the different phases of the system.

To commence the process of implementing Towards Zero action 8.1, a revised graduated licencing system for car drivers has been developed, with the intent of promoting better road safety outcomes, including reducing the rate of fatality and serious injury among novice drivers.

If adopted, this revised model will see an applicant progress through the stages of the graduated licensing system, from obtaining a learner licence, to a provisional licence and graduating to a full/open licence once certain milestones are reached. The revised model will also include some revised conditions/restrictions for each stage of the graduated licensing system.

The Department of Infrastructure, Planning and Logistics sought feedback on the position paper from 26 April 2023 to 24 May 2023 to assist in determining a final revised position for consideration by government.
